Almost all digital devices such as microcontrollers using TTL or CMOS logic levels, while the voltage for RS 232 communication is -25 volts to +25 volts. Thus, the first step to connecting a device to a RS-232 channel is to change the RS-232 levels returned to levels of 0 to 5 volts or vice versa.

RS-232 level converter that is widely used is the MAX-232 (and compatible processors), has a Charge Pump voltage that can generate +10 V and-10V from a single 5V power supply. This IC also has two receivers and two senders on the same packaging. MAX232 IC has a 16 foot with a supply voltage of 5 volts. Pin 16 is used as the input voltage (Fcc), the pin 15 as ground.
